On 11 March 2008, Ferenc Sirman, State Secretary of the Ministry of Agriculture and Rural Development has officially inaugurated the Budapest District Land Office No. 3 in the 14th district of Budapest, Bosnyák tér 5. Mr. Sirman informed the Hungarian News Agency (MTI) that the new office premises were built from the income generated by the Capital Land Office, for more than HUF 300 million. He also emphasized that parallel with the processing of the backlog in case management during 2004 and 2005, a decree was proposed and passed by the relevant Parliamentary Commission – aiming chiefly at pressing back of flat mafia activity – to simplify and separate the too complicated, non-transparent and hardly controllable official procedures.
In January 2006, as the first step of implementing the said decree, the Budapest District Land Office No. 2 was opened in the 13th district of Budapest, Lehel tér, with the competency of managing the cases of the clients from the 5th, 6th and 13th districts. The new office fulfilled the expectations: the Capital District Land Office (previously it was the only district land office in Budapest, now it is No.1) at Budafoki út was exempted of a significant burden.
Based on the favourable results, in autumn 2006, the decision was made by the Ministry of Agriculture and Rural Development to open a third district land office for Budapest. The place of the new district office was determined to be in the 14th district of the capital at Bosnyák tér. In the first phase, the archives and the clients service room were ready in the so called „Mapping Headquarters” building in Bosnyák tér. The pilot operation was started in October 2007. They were able to service copies of property sheets of any land parcel or other real estate countrywide. Further office premises, work stations of case managers and the IT-system of this district land office became fully operational by the end of 2007.
The Budapest District Land Office No. 3 is responsible for the maintenance and servicing of data on about 197 000 land parcels and other real estates in the territory of the 7th, 14th, 15th and 16th districts from almost one million registered entries of Budapest. The office staff is 64; they receive about 750 clients per day.
