Obligatory cutting of ragweed

On 30th June was the deadline of the obligatory first cutting of ragweed. It means that on 1st of July, the land offices and the public notaries can start checking in both rural and built-up areas. In line with the governmental decree, the fine imposed upon those land owners who missed the obligatory prevention may be HUF 15000 to 5 million. But because of the floods and increased inland water caused by the extraordinary precipitation of the past period, it is almost impossible to cut down the ragweed. The owners were not able to carry out the especially important spraying in large areas of many hundred hectares as the land became inaccessible.
Considering all these, Sándor Fazekas, Minister of Rural Development ordered the land offices to organize and perform on-the-spot inspections in a way that allows them to visit and identify first of all the uncultivated land parcels and stubble-fields.

 
Change in the name of the Ministry

Since 29 May 2010, the name of the Ministry of Agriculture and Rural Development (MARD) has been changed to Ministry of Rural Development (MRD).  The institutional system of land administration (land offices and FÖMI - the Institute of Geodesy, Cartography and Remote Sensing) keeps on being supervised by MRD, and within that, by the Department of Land Administration and Geoinformation (MRD DLAG). The new Head of the Department is Mr Gábor István Horváth.

 
Attention! New Fees!

The modified Act LXXXV/1996 on Fees came into force on 1 January 2010 regulating the administration and servicing fees to be paid for copies of authentic property sheets, land registration procedures and the electronic data supplying fees of TakarNet services. This Act regulates also the methods of payment, the cases of exemption from charges and other relevant issues.
Also the Decree 155/2009 (XI.16.) FVM (Ministry of Agriculture and Rural Development) was set into force on the 1 January 2010, determining the rate of the administration and servicing fee and the detailed rules of payment for servicing data from the land lease register. 

 
Takarnet24 project started

In the framework of the New Hungary Development Plan, the implementation of the priority project „Non-stop Land Office Data Service via Client's Gate” – codename TakarNet24, EKOP 1.1.3 – has started. The expected result is that the citizens, the wide public can have access to land office data 0-24 hours on the Internet, through the Central Governmental Portal, entering the Client's Gate. The project kick-off conference took place on 5 March 2009 in the Ministry of Agriculture and Rural Development, with more than hundred participants. Ferenc Sirman, State Secretary of the Ministry and dr. Ákos Bálint, Head of Department of the National Development Agency opened the event.

60th anniversary of GK bulletin

The entire geodetic measurement technique has changed significantly during the last 30 years. In former days the observations were tedious and cumbersome; the quality of the measurements depended directly on the capabilities of the observer. Today our surveying instruments are automatic measuring devices; their results no longer depend on the sharp eyes of users. “Measurements are so easy – just push the button.” This is one important advertising slogan used by all the manufacturers. And it describes the reality: we do not know what is going on inside our instruments, the flow of our data is automatic, as is the entire process of data treatment and calculation. So is there any “art of measurement” left or still needed?

Tasks of ragweed monitoring

Since 2005, prescribed by law, the land offices and the Institute of Geodesy, Cartography and Remote Sensing (FÖMI) have been supporting the official prevention and monitoring of this rapidly spreading allergenic weed (ambrosia or ragweed). The land offices started to work on this new task with much energy. The agrarian experts of the land offices took over those GIS tools and programs for use that were applied earlier by land surveyors only.

The Cadastral System in Hungary

The official name of the Hungarian integrated cadastral system is: unified land registry system. Unified means that the cadastre and the legal registry (“Grundbuch”) have been operating in an integrated form both on legal basis and institutional level since 1971. There is one institutional network consisting of land offices responsible for registration of legal transactions, cadastral mapping changes and dealing with land and other real estate property related activities. Among Europe’s title registry systems, the Hungarian was the first unified one.
This document called "The Cadastral Sytem in Hungary" gives a comprehensive description about the situation in Hungary. The document was prepared for the Permanent Committee on Cadastre in the Euorepan Union (PCC) in 2009, containing details about the Hungarian system and about our previous developments. PCC made a survey about the cadastral systems of the EU countries according to definied topics and questions.
