MoA Department name has changed

The new Organisational and Operational Rules of the Ministry of Agriculture No. 1/2017 (IV. 28.) has changed the name of the Department of Land Administration, it received back its previous name again. The new-old name is Department of Land Administration and Geoinformation, which was the original name of the department. The Department's scope of activity stayed unchanged.
 
Integration of FÖMI

According to the Hungarian Government’s Decree No. 1312/2016. (13. June) the Institute of Geodesy Cartography and Remote Sensing (as it is known FÖMI) lost its economically independent status and was integrated into the Government Office of the Capital City Budapest from the 1st of January 2017. FÖMI, the national institution of our profession was established by the Ministry of Agriculture in 1967 as a background institution of the Ministry.  As a result of this organisational integration FÖMI continues its professional activities within the organization framework of the Government Office of the Capital City Budapest as the Department of Geodesy, Remote Sensing and Land Offices under the professional supervision of the Ministry of Agriculture, Dept of Land Administration. Governemt Office of the Capital Budapest is the legal successor of FÖMI.
 
Names have changed again

As a result of the changes within the government in June, 2014 the previous Ministry of Rural Development became the Ministry of Agriculture. The new Organisational and Operational Rules of the Ministry of Agriculture has changed the name of the Department of Land Administration and Geoinformation. From August 2, 2014 the new-name is Department of Land Administration again, which was the name of the department between  August 2, 2010 and April, 2012. The name of Division Geodesy and Geoinformation also changed, now the new name is Division of Geodesy. The Department's scope of activity and the other division names stayed unchanged.

It all started twenty years ago

We are celebrating a significant anniversary: Mr. Robin McLaren, Director of Know Edge Ltd. (Edinburgh, Scotland, United Kingdom) started his activity in Hungary twenty years ago, in September 1992 within the framework of the PHARE Aid Programme of the European Union. His firm won the tender announced for the technical assistance of the multi-annual computerisation programme of the Hungarian land registration network. It consisted of many component projects and involved significant elements of organisational and business change. The beneficiary of this most expensive and complex programme was the supervising authority, Ministry of Agriculture and Rural Development.
Robin celebrated the anniversary with the former Hungarian colleagues in Budapest over dinner on the Danube. Ms. Maria Toth worked as the project assistant in those years, and she interviewed him on this occasion.

LADM is now an ISO standard

The Land Administration Domain Model (LADM)was approved as ISO Standard. The approval is a big step towards the quality of implementing land administration systems worldwide.

ISO 19152:2012:
Geographic information -- Land Administration Domain Model (LADM)

  • defines a reference Land Administration Domain Model (LADM) covering basic information-related components of land administration (including those over water and land, and elements above and below the surface of the earth);
  • provides an abstract, conceptual model with four packages related to parties (people and organizations); basic administrative units, rights, responsibilities, and restrictions (ownership rights); spatial units (parcels, and the legal space of buildings and utility networks); spatial sources (surveying), and spatial representations (geometry and topology);
  • provides terminology for land administration, based on various national and international systems, that is as simple as possible in order to be useful in practice. The terminology allows a shared description of different formal or informal practices and procedures in various jurisdictions;
  • provides a basis for national and regional profiles; and
  • enables the combining of land administration information from different sources in a coherent manner.

In recent decades, many international institutions have promoted land titling as a means of increasing tenure security, improving access to loans and reducing poverty in developing countries. The World Bank was confident that titling would increase investment, improve productivity of land through mortgaging, and establish efficient land markets - all subjects related to monetary issues. The use of property titles as collateral in accessing credit stemming from banks, credit unions and lending societies was considered a means for the poor to elevate themselves without the need for grants and anti-poverty programmes from international donors.

Fachtagung der Vermessungsverwaltungen von Kroatien,  Österreich, Slowakei, Slowenien, Trentino-Südtirol, der Tschechischen Republik und Ungarn) took place between 25-27 May in the city of Pécs, 2010 Cultural Capital of Europe. The theme of this year’s symposium was Digital Archives – Document Management (Digitales Archiv – Dokumentenmanagement).
